The Russell House, located in the Hilltop area of Virginia Beach, provides a section 8 rent subsidy apartment complex for the elderly age 62 and older or adults with a mobility impairment. There are 119 units for independent living. 10% of units are handicapped accessible. Offers one-bedroom and two-bedroom apartments. There is a waiting list.
